Why it is becoming commercial
The compliance ladder we use in NEER is a working example: farm management audit, then basic GAP audit, then statutory compliance, then third party certification, with each rung unlocking a specific commercial channel. It is deliberately climbable, starting at a rung a smallholder can reach in one season.
